Standards and qualifications for Headteachers - context
In October 1995, the Government announced that, from September 1997, there would be a professional qualification for Headteachers, which would have a clear and explicit focus on the needs of aspiring Headteachers.

The Teacher Training Agency (TTA, now the TDA) established an ‘expert’ group of deputy Headteachers, Headteachers and others with relevant expertise, from education authorities, higher education institutions, and industry, to prepare the draft National Standards for Headteachers.

The Standards were put out to wide consultation. They covered the following areas:
  • Core purpose of the Headteacher
  • Key outcomes of headship
  • Professional knowledge and understanding
  • Skills and attitudes
  • Key areas of headship
    • Strategic direction and development of the school
    • Teaching and learning
    • Leading and managing staff
    • Efficient and effective deployment of staff and resources
    • Accountability.
The Standards formed the basis of the National Professional Qualification for Headteachers (NPQH), a qualification for first time Headteachers.
