Part of the remit of the Teacher Training Agency (TTA) was a statutory
responsibility for the central funding of all initial teacher training (ITT).
When the TTA took over the funding role there were big inequalities between
providers of ITT. Some ITT providers received two or three times more money per
ITT student than others. There seemed to be no justifiable reason for this.
In 1996/7, the TTA introduced a new funding methodology for ITT, based on a
standard rate of funding per trainee, across all providers. The new funding
system gave the same amount of funding for the same types of courses.
‘Transitional funding’ was made available to help providers adjust to the new
funding system.
The introduction of ‘unit funding’ meant that the TTA could manage funding,
increasing or decreasing it, for example, to encourage recruitment to training
for shortage subjects or to encourage School-Centred
Initial Teacher Training (SCITT)
In 2005, the TTA was succeeded by the Training and Development Agency for
Schools (TDA).
